射撃が苦手なリードはホッチの特訓の成果もなく、適性試験に落第。銃の所持を禁じられる。そんな折り、イリノイ州で連続狙撃事件が発生。犯人は遠距離から民間人を狙うが、2週間で3件の犯行において、6人の被害者はいずれも腹部を撃たれ、1人を除いて一命を取り留めていた。ギデオンたちは犯人に司法関係のバックグラウンドがあると推理。警察のシフトチェンジの狭間のパトロールが手薄になる時間帯を狙ったかのように犯行が起きているため、犯人を地元警官と断定する。
