2003年、イラクでアメリカ軍の小隊が病院を攻撃し、民間人の犠牲者を出した。この一件で、海軍長官シェフィールドが戦争犯罪及び人道犯罪の容疑で国際刑事裁判所に訴えられ、ハーモン、マック、そして補佐としてバドが弁護を担当することとなり、彼らは国際刑事裁判所のあるオランダ・ハーグへ向かう。検察官シトロンは、「そもそもアメリカにはイラクに武力行使を行う権限があるのか」とアメリカの外交政策を糾弾。病院で患者を守っていた医師や、この攻撃で息子を失った母親を証言台に立たせ、裁判はアメリカ側に不利となっていく。
