取り壊し前の廃屋で、2人の少女の遺体が発見される。いずれも麻薬を投与され、レイプを受けた他殺体であった。1人はフィラデルフィアからニューヨーク観光に出てきたジェニー、もう1人は交換留学生のアネカ。2人の付き添いで来ていた姉のローラの存在を知ったヴァン・ビューレン警部補チームは、性犯罪特捜班の協力も得て、ローラの命を救うべく捜査に挑む。
