ルサニカは、無能な政府の下でシンジケートのバックアップによって革命を起こそうとする過激派とおだやかに政権を譲り受けようとする穏健派が抗争を続けている政情不安な島国。ここへ取材のためにやって来たジェイソン・キングは空港へ着く早々、特別捜査官ペリーから「フラミンゴは火曜日にだけ飛ぶ」という不思議な言葉を聞かされ、政権争奪戦のただ中に巻き込まれる。
