酒店で強盗事件が起き、現場に居合わせた巡査が犯人に殺害された。2人組の犯人は金を盗みハイヤーの運転手ミッチェル・タイタスを乗せたまま逃走。その後、銃撃を受けたヘンリー・ハープという、現場近くに住む前歴ある男がバスの待合室で確保された。ハープは弁護士を呼び、検事との司法取引を要求。だがブリスコーらは取引に反対する。
