麻薬の取引現場にひとりで乗り込んだパトロール巡査、ニューハウスが射殺される。応援の要請に2台のパトカーが応じたが、いずれも到着が間に合わなかった。間もなくニューハウスを殺害した男ルーチョが逮捕される。ルーチョの供述により、2台のパトカーに乗っていた4名の刑事が、あえて現場に到着するのを遅らせたとの疑惑が持ち上がる。
