食料品店の主人が、早朝の店内で何者かに襲われる。近くにいたホームレスの証言により、ロシア人の殺し屋が事件に関わっていることが判明する。数か月前にも同様の事件があり、不法タバコの密売で儲けるマフィア、マスーチ・ファミリーが関与していることを突き止める。ストーンは黒幕であるマスーチ・ファミリーを一網打尽にしようと試みるが……。
